You could make it something simple, like shooting an assault weapon allows you to move 1/2 inches before or after firing.

That would actually help a bit with mobility, allowing assault units to close the gap more easily, and let shooting units with close range assault guns keep their distance a bit better.

Maybe change "Mission tatcitc" with preffered enemy Xenos.
