They haven't been squatted, but given the narrative focus on Chaos fighting the Imperium, they probably aren't going to feature very often except as the creepy friend the Eldar bring along when they turn up to help kill Daemons.

I play 3 different Xenos armies and I don't get why anyone is complaining about the lack of attention to start. Orks and Nids are already in a bad spot, so not getting any focus and waiting until things even out to give then rules is a good thing instead of rushing them. Eldar and Tau are both really strong, so them getting more average rules to help even them out and giving them a chance to be more careful with them is a good thing.
