So, I'm kinda out of the loop but I heard about this Eldar lady and how she is making a weird move and actually making an ally out of Living Saints and Guilliman himself, but I also heard that she has Dark Eldar under her command.

How does that work?
I can understand other Eldars but Dark Eldars, why do they follow her?
Do they see it as a chance to escape their fate? Are there really Dark Eldar who would leave their dark ways behind if they caould?

Commoragh got eaten by demons when Khanes Gate fell, Vect and a handfull of other dark eldar fucked off to another part of the Web way. The rest of the survivors threw their lot in with her as the new eldar faction. Long story short there are true dark eldar under Vect and 'reformed' dark eldar under what's her name.

I'll give you the tl;dr

Yvraine (the chick in OP) is a herald of Ynnead, the eldar god of death. Ynnead was recently prematurely awakened, and if the eldar can collect a bunch of ancient swords and perform a ritual they can effectively kill/maim slaanesh and not have to worry about their souls being eaten.

It's appealing enough that all kinds of eldar (craftworld, harlequin, dark) have banded together to make it happen. Not all eldar agree with their methods though (they almost destroyed Beil-tan), so the new group is effectively treated like a new eldar faction, now called the Ynnari.

It's supposed to be part of her arena fighting outhfit (the last job she had before being offed right at the moment the newly-born Eldar death god was looking for clerics was as a Succubus). Or, ratheer what she wore when entering the arena. According to Jes's notes, the outfit is designed to look fancy but also so that she chan just step out of it when the fighting starts.

Why the pseudo 18th-century looks, though? I don't know, though I do think the kind of fancy aristocratic look does fit the Dark Eldar, at least the Archons and the other elite of their society.

When the Dark Eldar got their big reboot in 5th edition, in one of the videos Phil Kelly made to reintroduce them to the fanbase, he specifically mentioned that he imagined a lot of Dark Eldar are deeply unhappy with their situation but don't feel like they have any other options. There's a reason why the Harlequins haven't just given up on them.

I wouldn't like them to kill Slaanesh, he/she/it is too much fun to be killed, but they could sever the grasp Slaanesh has on the Eldar, leaving the reformed Eldar to be the first xenos to truly side with the Imperium, the stupid remaining Eldar keeping to their reclusive ways with the added bonus of no Slaanesh to drink their souls, and maybe a few truly evil Dark Eldar that do not need to torture in order to live but still do it because they like it.
Also I imagine Slaanesh would get an even greater murderboner towards the Eldar, even more if they manage to get Fulgrim beaten and humiliated, via Guilliman, perhaps.

Next they need to bring the Tau into the Imperial fold. Maybe not all of them, perhaps only the Tau Empire or the Farsight Enclave, both would most likely never join together.

Her fancy dress is designed to evoke the fashion of old pre-fall Eldar. The Visarch likewise has elements of both Dark and Craftworld Eldar since the Ynnari are the closest modern Eldar to their pre-fall state.

Probably wouldn't have been cost-effective. The same reason he didn't just make his entire army out of Custodes. Marines are essentially the "good enough" option. Far superior to average human while still being able to be produced in large enough numbers to make up the legions needed for the Great Crusade. He could've made them even better, but the increase in costs and time to make them might've made mass-producing them impractical for relatively little gain when standard Marines are already superior to most opponents.
Even Guilliman's "Marines++" aren't replacing regular Marines, they're just added to Marine chapters as reinforcements (will probably be an elite unit in the game, with regular tactical squads still being the basic troop choise).

I thought that the city didn't fall, just some shitty parts got daemon-infested.
