only the "flying" units can, so battlesuits (and not even all of them). Their markerlights were nerfed to the ground (reroll 6s instead of +1BS), reducing Tau overwatch efficiency by quite a lot, and the Stormsurge is nerfed too. Also: they acknowledge in the T'au article that there's a problem with the Riptidewing (just like they acknowledged it for scatbikes).
