I'm not 100% certain, but I think it comes from people misreading (deliberately or otherwise) Tolkien. He's got somewhere or other, either in the Silmarillion or in HoME, that Elves have a bond that's much tighter between soul and body than humans do, and can die from severe emotional trauma. He does say something to the effect that no elf has ever been raped, with the implication that something like that would be fatal anyways. You can guess how long it took someone to turn that into "They can't be raped because they all secretly are sluts and like it".

Simple. The purpose of Elves in fantasy settings is to fill the role of the older, more advanced empire that is responsible for most of those cool ruined structures you see dotting the landscape. Tolkien needed them because of structures and forts left behind by the Romans in England, since he was writing Middle Earth primarily as a surrogate mythos for England, as he felt is sad that England had no cool mythology (King Arthur is actually more of a Welsh thing), and fantasy settings tend to copy Tolkien on the superficial shit without ever once asking why.

As a result of their narrative role, Elves tend to be generally better than you. Almost always described as attractive, and usually stated to be smarter than you, stronger than you, better at magic than you, or some combination of the above.

This draws at attention of three different crowds, which have some overlap: people who have rape fantasies in general and are drawn to the attractiveness of Elves, people who specifically get off to degradation and thus are drawn to them because they are subjugating what should be their superior, and people who just hate Elves.
