Also, if you’ve got Typhus on the table, he increases the Strength and Toughness of nearby Poxwalkers by 1 with his special ability, bolstering their already formidable durability!

I knew it was coming, but seeing that psychic power and knowing that it is basically the end of shooty orks feels bad. How do GW not grasp that putting modifiers on rolls that some armies are really bad at fucks the game? -25% to marines and -50% to orks can not be balanced, because it's effectiveness depends on which army you are playing against.
Only vague hope remaining is that some ork units can ignore that kind of thing or that literally every army can easily throw out loads of -1 to hit modifiers and ork shooting is really, really cheap to compensate.

Well, consider that against Orks, any modifier after the first is also useless. An army of really stealthy and shrouded units will probably be cutting marines in half as well, and even lower if they want to move with their heavy weapons.
Meanwhile, Orks can have their Looted wall around still hitting on 6s with no trouble, and an Ork army is far more likely to bring a bunch of flamers anyway to get around poor BS.
Plus, you can always do the ultimate,method of ignoring all cover and charge them.

There are several scenarios which lead to ork shooting being viable. They just all seem to need a lot of things to line up right, which would require someone in the design team to (a) care about orks enough to balance the whole game around them and (b) not subscribe to the 'melee race' meme or a hell of a lot of luck.
I still have a glimmer of hope, but I'm painting my admech at the moment...

Rock-paper-scissors gameplay is kind of inevitable in games like 40k, but I'd really rather it wasn't at an army level where you basically know who is going to win based on the force they are playing. Even worse, when some armies have toolkits which let them choose rock, paper or scissors and some have a bag of rocks.

I mean, Orks were the original Lootas, but GW took that away from us and gave us bland Deffguns and Looted Wagons in place of Looted Vehicles and old Loota rules. And then they turn around and give GSC the ability to loot imperial vehicles (and make them BETTER no less!) but still wouldn't let the boyz go back to our old Looted rules.
And that one is just my pet issue with how GW's treated Orks the last couple editions. I'm pretty sure other players can bring up other ways Orks have been shafted crunch-wise in recent years.

everyone remembers how utterly broken it was to have your bersekers leap out of transports randomly, have a whole lot of restrictions on what units could be taken (there was a big chart if I recall), buy grenades separately, and to have a whole legion whose one ability is to take a single basilisk
for as much ass players hated the 4e chaos codex, compare it to the 7e chaos codex and you will weep tears of sadness. Many units were weaker and more expensive in 7th than in 4th, and with no clear reason why
