Tso Sahaal in Lord of the Night murdered mutliple gang leaders to force the rest of the population into a mob for the sole purpose of throwing them against the planet's orbital defenses. He did this just so he can find Night Lords allies who then went to raid the planet because they though it would be funny.

They are chaos warbands from a divided legion. they range wildly from Talos's warband who refuse to worship chaos and Krieg's warband who has full-blown deamon aids. The Night Lords in particular don't like lights so most of their slaves are forced to walk around in the pitch darkness of their ships for their lives, living by the dim light of a lantern they're not allowed to use around astartes.

There's a strong difference between treating something well and valuing it. Really depends on what you value it for. Night Lords being mostly coldsteel psychopaths hopped up on their own self importance and overly into torture as a way of life would probably value their slaves for a variety of things that would be a bad time for the slave.

Like, their ability to feel pain, be terrorized, self police while keeping the boring daily parts of the space ship running, have babies often enough to be sacrificial, etc. are all things valuable. Not things that mean they have to be treated well. Its a different kind of bad than most imperial oppression.

There's a slave in the Nightlords books called Septimus. He's called Septimus (As in sept as in seven as in seventh as in six previous) because nobody wants to bother learning his name since he's going to die anyway. They keep their ship pitch black and don't let their slaves light it so they have to live in the darkness of a particularly dim glow-globe. All their slaves are kidnapped from their homes and forced to work. Septimus works under the most together and 'nice' of the of all the Nightlords in the novels.
