Alpharius isn't even an inch taller than his biggest marines. There was a scene in legion in which one soldier could just barely spot Alpharius out of his men.

If you plan out a galaxy-shattering creation of demi-gods, wouldn't you get some laughs in?

If he was 13 foot tall he would have a hard time disguising as a normal marine and even more as a normal human. He is short (for a primarch) so you can't tell who is who, and so you would mistake him for even a regular, tall, human if he wanted to seem as such.
