Looked at em now. Terminators are now pretty expensive seeing they are 32+whatever a powerfist is but seeing Termies are now 2 wounds maybe it makes up for it, I don't know.

Guard is awesome. Some people complain that the LR Battle Cannon got nerfed when dealing with infantry mobs, but it is now better against heavier targets. Plus, you still have heavy bolters and flamers for weakilngs (and sponsons are great now since apparently they can finally shoot at different targets). Executioner LR variant (heavy 4 s7 ap-1 d2) with 3 heavy bolters can now murder Marines like there is no tomorrow.
And veterans? Apparently, sarges can now take ANY special weapon, one guy can take a heavy flamer, two form a heavy weapon team and three MORE (it is worded as UP TO 3 ANOTHER) can take any special weapon they want. So, for example, 4 meltas, 1 heavy flamer and 1 lascannon in a single squad with BS 3+ . Their firepower is fucking insane for the cost.

I won't comment on rules balance because I've yet to play it, but one dumb thing I noticed is sternguard have "specialist boltguns" with all the ammo types built into one shot (S4, 30", ap -2), while deathwatch keep their three variant ammunition types unchanged.
It does mean deathwatch are a whole lot better at wounding big monsters, though.

Oh shit, just checked, A 32 point terminator for deathwatch does indeed come stock with a powerfist and stormbolter. Overall very happy with this change! Veterans are now 19 points from 22 points but the trade off is that some weapons are now more costly, for example the deathwatch frag cannon is now 30 points, upped from 25.

Infernus heavy bolter is 25 points, upped from 20. You gotta keep in mind though that heavy weapons got a huge buff this edition, so we no longer have to fire snapshots after moving but instead a meager -1 to hit. Also heavy flamers are awesome.

Heavy destroyers are the best AT Necrons get in 8th, point for point. That's the whole issue - they've got shit for high quality shooting. The next best thing costs 174 points and it's the Triarch stalker which is T6 and degrades. Necrons are actual trash now.

High power anti-tank was never a Necron strong point, and again you're also taking the worst unit out of the faction to make a case for it, do you remember any list that won tournaments that run Doomscythes, Apocalypse Barges or Heavy Destroyers? I don't, the closest thing i saw as dedicated AT was a Triarch Stalker to deal with AV14 spam but that's it. Those list were always heavy on the melee side and that's how Necrons deal with vehicles, you just charge them and wreck them with with Warschytes and Wraiths.

the sergeant can't take any special weapon, what it says is ranged weapon - this is the bolt pistol, bolter and plasma. They tell you what's what on the first page of the guard entry :D
