Dude, no. They were comically evil and incompetent sometimes. Comically as in "This shit could be straight from a comic." Which was in large parts facilitated by either the small fraction of full blown extremists and the large part of spineless asskissers that just wanted to please their superiors however possible. Such an environment breeds incompetence like nothing else.
