China has the whole "long, unbroken tradition" thing going for them, along with having been associated for a long time with masterwork craftsmanship and production secrets. Think silk.
Russians, by contrast, have a reputation for being gloomy and morose, as seen in their literature. Even their humor is generally pointed at the absurdity and cruelty of life.
I'd peg duergar as Russian and dwarves as Chinese.
