yes, but I don't think that that is the case here.
I think there are 2 reasons:
1) developing a game cost time, and at the start of development there wasn't a lot of lore for AoS
2) the entire range of current Warhammer fantasy videogames are centered around the actual end times (virmintide even has it in the title.

If TWWH interested anyone in the hobby,

AoS makes it objectively much easier for them to actually act on that interest.

Of course they focus on end times, its the only time they've had story progression and changeable balances of power.

The original series pitch included 3 games, and was greenlit back when WHFB was still ongoing with GW.

When GW decided to toss it out and make AoS, they kept it WHFB because the lore for AoS at the time was a confusing mesh of shit. So now Total War is Alternate Universe where the End Times can be averted and the future not set in stone.
