Article Four, section 3, clause 2 of the United States Constitution directly says
>The Congress shall have power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.[11]
i.e. Congress is authorized to manage and govern United States territory. This isn't some new concept given that many of the Confederate states began their lives as United States Territories until they were incorporated as states. You don't just suddenly invent the idea that the United States Government couldn't hold or govern land to call backsies on land you gave away.

There was no "agreement." South Carolina unilaterally decided, by the letter of the law, that Fort Sumter was no longer South Carolina. The United States didn't sign anything about that.

The United States does not legally control the entirety of North America. South Carolina, up until December 31st, 1836, controlled the entirety of the lands encompassing Fort Sumter. But if the United States Congress were to agree that Guam is no longer part of the United States, it is allowed to do that.
