Railgun is quite cheap and appears to ignore armor, what's the purpose of medium and heavy armor?

It probably drains the batteries pretty fast or it might be an overstatement or chances are the gun is pretty hard to get and your common grunt might not carry one of those but if you go and get a heavy armor i can't see any reason for not buying a energy shield
