What is the exact interaction between the Act of Faith Hand of the Emperor (Move as if it were the Movement Phase) and Heavy weapons?

1) HotE (only Move), stand still in Movement Phase and then fire a Heavy weapon without penalty?
2) HotE (Advance), stand still in Movement Phase and then still fire a Heavy weapon (without penalty even)?
The BRB only says about Heavy weapons: 'If a model with a Heavy weapon moved in its preceding Movement phase, you must subtract 1 from any hit rolls made when firing that weapon this turn.'
Strictly speaking the unit did not move in its preceding Movement Phase, so that clause does not apply.
The ruling is clearer on Assault weapons, there it says: 'A model with an Assault weapon can fire it even if it Advanced earlier that turn. If it does so, you must subtract 1 from any hit rolls made when firing that weapon this turn'
"Earlier this Turn" covers the AoFs as well. The question is then whether "start of your turn" already covers your Movement Phase even when you have to resolve something before making any movement.

It may be FAQ'd, because who knows what the intent was there. It doesn't say anywhere when "start of turn" abilities trigger. It used to be at the start of the move phase, but it no longer specifies.

My take on it is that Acts of Faith occur at the start of your turn in an undefined phase that isn't the movement phase. So for heavy weapons:
You can move (but not advance) with no penalty during the act of faith, for heavy weapons.

Reminder we also lost Grukk. Orks literally only have Snikrot (non HQ), Ghazzy (faction leader with ancient model), Zagstrukk, Badrukk and grotsnik. Orks have fewer named characters than tau now. It's one thing when new armies like AdMech have limited named characters, but orks are the tied oldest army in the fucking game and we have 5 fucking named characters. At least Eldar get to keep their 2nd ed sculpt phoenix lords, imagine if they were just all removed one day.

Honestly, the loss of Grukk confuses me. It seems to me that they really pushed him as the face of Orks 7th edition, giving him a decent statline, some good-ish formations, and a focus in the campaign they did, even giving him a general release due to popular demand. Just to quietly drop him off without even a proper send-off like straight up dying like he was reported to, it just doesn't seem right. It's beguiling. Now that you've put it in the sense that Orks now have less named characters than Tau I'm even more irked.
Also still kind of mad that there's no Looted Wagon rules again.

It's very likely that we'll get looted wagons in chapter approved, what else is CA there for? Some anons pointed out that they might do a GSC on them, and give out a vehicle conversion sprue and an "official" looted wagon, to maintain IP strength and prevent another chapterhouse, as GW does know the looted wagon is a fan favourite. There are uses for non-primaris marines, just as there are uses for 1st ed marines. Rebase them to be standing on rocks and they would blend in near perfectly, especially if you have the primarines' heads and shoulders kitbashed. Using them as scouts or Neophytes also works perfectly well, and helps differentiate them. Or you could just stop being a bitch and proxy, and that will probably be the official recommendation, as by then they'll have renamed primaris marines to space marines.
