It would work. People who already play in custom settings with custom weapons and monsters wouldn't have to go very far to have S.T.A.L.K.E.R. Less magic, more firearms and armor and you're good to go. Anomalies are up the DM to figure out / implement and custom monsters are the norm for D&D provided you're playing in an experienced group with a creative DM.
Traveller is the superior system for S.T.A.L.K.E.R. though

No, it wouldn't. D&D is designed for specific games in mind: high fantasy, high magic, heroic scenarios. Preferably those without ranged weapons, since the system can't handle them. And with Vancian magic, because it doesn't fit any other magic style. It also has rigid class system, which you can't just ignore, since it's the core element of the game.
Why the fuck people keep claiming "D&D can run that". A "d20" might try to run that, and it would be still forced and hard to pull. D&D? It fucking can't run anything that is not D&D

D&D can do whatever you want. You can take the basic system and run anything your imagination desires. We're currently doing a campaign with guns, armor and vehicles that works great and could easily be used for S.T.A.L.K.E.R. The homebrewing isn't even much. 1 or 2 weapons statted out, 2 or 3 armor types statted out. No different from custom weapons and armor in a regular D&D game.
If you play D&D without the DM ever creating custom monsters, weapon, items and even classes I feel pretty bad for you. No wonder you think its limited to "only specific fantasy rules as written"
Get creative, leave the "it can be done" attitude to those who actually have an imagination and don't tell people what they have already been doing for years can't be done.
