I don't think they can stop it. Worst they could do is force skywire to isolate into separate networks that can only update every 24 hours VIA physically transmitted USB drives, or 1kbps shortwave uplinks. I suppose even those could be jammed, but encrypted spread frequency hopping is a thing so there would be an EW arms race if they tried and since we're on the assymettrical side we are guaranteed a stalemate, at worst.
Skywire will be far more resilient than bittorrent (oh yeah, it will also replace bittorrent and usenet), and we've all seen the attempts to stop torrenting over the last 15 years.

Yeah you need to comply to safety regulations and cooperate with your national aviation administration for legislation but to be honest. You could find a country where the rules are more lenient such as Mexico to launch your satelite/rocket.
