I'm in a game myself right now - we're on our second campaign, and we have SO MANY CHARACTERS. The "holy crap that was awesome" factor has been dropped a bit in this one, but we all knew it was gonna be a more social game this time around. In other words, stories will be light. That said, who wants to hear about Stands?

The story is set in a small fictional town on the Olympic peninsula. It's something of a nexus for weird crap - like Gravity Falls, with Stand users. The idea is that we have our characters investigate the neato happenings in town, and possibly have them investigate back. There's some good character ties, fun Stands, and a wide variety of lively NPCs.
Everybody gets two characters. Mine are Marvin Donnely and JJ Olsen.
Marvin is the proprietor of an antiques store/repair shop. Mild mannered, something of a prude, shy, but with a sharp eye and a keen mind. He's lived in the same town for all his life - as his family has for over a hundred years. His Stand is named [Tally Hall], which he's had since a young age.
J.J. Is the youthful host of local radio's late-night show - 8pm to 2am. Likes booze, pot, and pizza, and has a penchant for flirting. He's known for his bizarre playlists and obscure jokes, as well as his tendency to go off on folks.
His Stand appeared shortly after moving to town, and is named [Communication Breakdown].
These actually go together surprisingly well, not a bad roll. I feel like this would have to work kinda like Man in the Mirror or Death 13, where there is some trigger to draw them into the world, but once they're in there you are very powerful. Given the name, I would want to make it a dream world but that's Death 13's thing. Perhaps the stand takes the form of a bed, and they have to sleep in the bed in order to be drawn in? And once drawn in I have a space the size of whatever room/building the bed was in to manipulate their demise.

What is it about JoJo's Bizarre Adventure that makes us want to play it as an RPG? What makes for a proper JoJo game? How can a GM bring JoJo to life? What about the players?

What I think helped me is to not think of how an enemy can be beaten. Obviously don't make them unbeatable, but don't plan for any clear way to beat them. Let your players figure out the puzzle that is each enemy Stand user on their own.

Especially if you have a group of players against one enemy, stack the odds. Have your enemy there in the best environment possible to show what they can do, because odds are they won't be showing up again.

The closest I've come to thematically appropriate fights has probably been a guy with a stand that wrapped around him as armor like White Album, who could fly around using compressed jets of air and attacked the group by slowly and stealthily destroying/taking apart a zeppelin they were riding on. They split into groups and one group kept the zeppelin in the air and the other hunted the stand user down. One of the PCs nearly killed himself by jumping off the blimp while they were barely skirting over a mountain range with no engines, barely being held aloft and on course with magnetic forces (PC stand power). He attempted to get the stand user tangled in his parachute, but missed. They managed to make the most of the situation with some quick thinking and teamwork and eventually caught and slammed the guy into the mountain range, killing him instantly.
Actually an interesting combo. I'll play it this way:
Look into the Future creates a hyper-localized gravity aura that extends mere milimeters beyond the skin of its user, D'jour Nee. This makes it primarily useful as armor, but also allows the user to see briefly into the future due to a lensing effect on time.

I'm a player, not a GM.
We run it as mostly freeform on Discord - any hard and fast rules are used within character creation. There's a point system for Stand creation, and for character stats. Other than that it's anything goes. Character stats are generally used to dictate how GMs respond to actions and requests.

as for how well it handles multiple people in combat...depends on the fight, depends on the gm. We try to stick to a "one action per round" type of fight.

I had an idea for a part where the Stands would be named after TV shows. I mostly thought of this so I could have a stand called [Scrapheap Challenge].
[Scrapheap Challenge] would have been a Bound Swarm Stand whose Units spread by infecting machinery and could then mobilise said infected machinery into a variety of forms, ranging from Vehicles to Punchghost Robots

Consider the fundamental idea behind each part. You can capture the essence of JoJo by emulating them.
Part 1 is the story of a rivalry between two larger-than-life equals that escalates in power through the story until they go down together. Part 2 is the story of an antihero who is always at a disadvantage but he overcomes through guile and trickery up to defeating a god. Part 3 is a quest to slay a shadow from out of the past, a journey that brings friends together through thick and thin. Part 4 is a scaled down, domestic setting full of worldbuilding and slice of life stories. Part 4 is rife with metaphor as it weaves tall tales out of small anecdotes. Part 5 is about a group of experts going on deadly missions as they work their way up the organization ladder. Part 5 is the latest that I have read so I cannot comment on the rest.
So if you want to make your campaign feel like JoJo then you could borrow from the essential stories of a Part of your choice or even mix and match between them. You can take this one further step by coming up with an original high concept for your campaign I the same spirit as the actual JoJo parts.

Try stretching the definition a bit more. For example, instead of "healing factor negation", make it "prevent healing." That papercut would've healed weeks ago if it weren't for this asshole stand

Has the power to make anime real. Whenever someone is touched by 「Bossa Nova」, their eyes become huge and they gain a supenatural ability based on their favorite anime. (The user can also trigger this on herself) if the victim has not watched anime ever, they instead get a power based on an anime that closest matches the victim's favorite piece of visual media.
Power: D Speed: B Precision: B Range: A Durability: C Learning: D
Appearance:「 Cold Outside」is a humanoid stand with light blue skin with ski goggles in place of its eyes. It wears a parka that is opened in the front, and a pair of baggy shorts. Across its body is a series of tubes that wrap around various sections of the body and open up at the back of the stand's body.
When「 Cold Outside」puts its hand on an object, it can change the thermal conductivity of the object. This effect lasts as long as the object is within range of the stand.
>Examples of what this can do: Increasing the conductivity of a CPU, allowing it to cool faster. Decreasing the conductivity of a snowball to prevent it from melting during hot weather. Decreasing the Thermal conductivity of a person's skin, preventing their body heat from escaping. This could cause the victim to die of heat stroke in the middle of a blizzard. Increasing the conductivity of a person's body during cold weather, causing all their body heat to irradiate away immediately.

Appearance: a humanoid stand that appears to be made of fragmented volcanic rock
Abilities: Chunks of TNT's body can be used as proximity mines. These mines explode violently when near another human, or at the user's will. Exploded chunks of TNT regenerate slowly over time.
