Crisis Suits have a cockpit, the limbs of the pilot aren't occupying the limbs of the suit.

I'd say that's enough to call it a mech, not a power suit.

Well, people use it to explain why Ghostkeels, Riptides, Stormsurges and Ta'unar are not vehicles. Because "they're battlesuits, brah."

I don't think rules really have jack shit to do with this, though. Like, no sane person would call a Ta'unar a suit of power armour. Battlesuit obviously means mech in most scenarios (Stealth Suits I'd say count as PA).
