No. They Tau do not have any meaningful answer for how to effectively combat Chaos, on account of the best weapon against Warp-fuckery being Psykers.
Their complete lack of understanding of it as a concept has pretty much doomed their attempts at galactic domination, because they simply do not have a means to fight against it like the Imperium has.

No, their lack of numbers has doomed any chance the Tau have at galactic domination.
Long term the Tau have three possibilities:
- Another faction decides to protect them for some reason. I doubt the Tau would like the reason.
- Everybody else is too busy fighting to put any serious effort towards the Tau.
- Somebody wins. Then wipes out the Tau.
Or they just exceed everyone else's technology and win.
In 6th or 7th ed they retconned it so the little blue bastards don't even have FTL. Their ambitions of galactic empiredom are hilarious.

Wrong, it says they are as physically able in melee combat. Tau fire warriors are generally more disciplined and determined than their human counterparts which led space marines to respect them.

If you're gonna conquer the galaxy you'll need proper warp travel as it can take months to get from A to B. The tau are able to take say, the entire Eastern Fringe but they lack the psychic presence to do warp travel and controlling such a large empire with such slow travel would be very hard. The imperium in its present state has enough trouble controlling it's planets so imagine how hard it would be for the tau to do it
The Necrontyr and Necrons conquered the galaxy with slow burning ships. They only got FTL travel at the last stages of War in Heaven when the Burning One showed them how to break into the Webway.
The problem with the Imperium is that they suck at infrastructure and supply lines. Look at how the Tau facepalm at the stupidity that is Hive Worlds. There is no reason for the Imperium with its infinite resources to construct things that are so pitifully inefficient and resource consuming. The Tau have shown that they are capable of supporting similar amounts of populations and give them a decent productive lives on top of that. In fact, the Tau objective is that. Conquering Imperial Hive Worlds and funnelling the human masses to the core worlds of their empire to act as the working force there.

Hive worlds are sweatshop planets. Considering the fuckhuge size of the Imperium, hive worlds are a pretty efficient solution to a very real problem, that being the vast technological disparity between worlds.
Of course, Tau wouldn't know anything about that since they don't really have much of an Empire.
If the region needs the manufacturing capability, but lacks the technological prowess, wouldn't it only make sense that all the pollution of the industry is centralized on a single, relatively worthless planet? Specialization is good. It allows everyone to focus on different things, while still enjoying the benefits of all.
Hive worlds are the Imperial equivalent of Forgeworlds, not under control of the Adeptus Mechanicus, but rather the Imperium.
The Tau have never shown an interest in working as equals with other races, they always want to be in control.
