I think he was mostly considered to be frail and sickly, compared to his brother being strong, healthy and handsome.
Still, to answer your question, no, I don't think GW artists are capable of drawing a sickly, weak, gaunt Elf.
I always imagined him as white skinned Raistlin with normal eyes and pointy ears. And a bigger hat.
I think he's mostly described as gaunt and moping around a lot, not necesarrily sickly.
