The distribution doesn't follow a clear path. Its entirely possible that a whole Psych ward gains powers while in the next 3 villages nothing changes.

The Epics can expand their powers or even gain new ones. They have to expand their mastery over their original power or survive situations of Great mental and/or physical stress. (Not sure there)

What world would result from that ?

Not a good one.

Humans invariably devolve into "might makes right" thought processes. Just look at the world - political power and money make right.

Give a man the powers of a god and it only gets worse.

My take:

In some areas the state remains stable. Enough normal people aid the Police/military to counter the Villains/Freaks. This is quickly formalized and the pro-government Epics are brought formally into the fold. Heroes that fight for the Department of Homeland Security (with juicy advertising deals). Police and military form anti-epic response group to aid the heroes or to deal with small scale Villains themselves.

In some areas villains rule. They are either strong or ruthless enough to keep their fiefdoms and to prevent the state from reconquering them. Often they use the threat of civil casualties. This can be everything, from North Korea tier dictatorship worshipping Not!superman ti a crime syndicate not giving a fuck.

And some areas devolve into complete Anarchy. They are either so destroyed from supers fighting that the state has them on the backburner (we will help you of course...once the ressources are available) or locked into a power struggle between different groups.

Scenario ideas:

Your typical older rich tennis club mom gains REALLY strong mind control powers. Her whole fancy schmancy suburb is threatening to sink into Chaos because in the city several gangs of Epics fight it out. At that point she steps in and restores order. The Tennis Club now meets every week again...

The downside: She is completely bonkers because she can't cope with her world collapsing. She viciously mind controls her neighbours to create a paper thin illusion of her old life. If someone disturbs that he is either mind controlled or if that doesn't Work attacked by mindless swarms of mind controlled drones with suicide attacks (her powers don't Work against other epics).

Honestly, what would happen?

I imagine most Supers could be taken down by a squad of trained snipers with the element of surprise, not to mention tanks/artillery and civilian militia. I doubt society would collapse entirely, but things would get hectic for a little while, and when all was said and done, maps might need to be redrawn.

Stationary bandit theory is the root of 99% of government. Giving people more power won't change that - it's people coming into power without the process of coming to grips with it's roles, requirements, and norms that is destabilizing.

To be fair, it's not like the old governments are totally powerless. It's easy to imagine an old man in a suit offering every superhero a choice:
1. live quietly ever after, now with a bonus government pension
2. work for us part-time, for lots of cash and fame
3. have the NSA dox you and mail your grandmother your porn preferences, yeah, the drunk accidental ones. Then catch a supersonic anti-tank missile in your sleep.

I imagine a lot of people would decline #3.

You would get a whole bunch of clashing ideals. First of all you'd get the people who resent not being special so resort to Tall Poppy syndrome. Then you'd have people who use their powers to enact their political opinions because now they have a means of doing so, right and wrong. The army and local police of areas will have varying approaches, some peaceful and some not. With all these varying power levels, it's not outside belief that you'll get some Superman tiers just deciding to make the world better/worse and not having the restraint of Superman.

So both of these ideas, and a whole bunch of chaos just happening.

The Alt-Right would sky-rocket as super-powered /pol/tards began to organize into para-military groups, there would be an obscene amount of terrorist attacks, assassination attempts, and ethnic-cleansing sprees across the globe, and there's a solid chance they'd gain the momentum to establish an ISIS-tier fascist state, or if they were crushed beforehand, a series of !Not!Hydra cabals and pseudo-religious cults that would take years, decades to hunt down and exterminate.

Working with the government is the most comfortable option. Imho even a lot of degenerated people would choose it Simply because you get the best stuff and someone telling sou what to do. And a lot of people would genuine like you.

Well I agree with the Maps redrawn part but you might be a tad optimistic with your assesment of the military. Sure Snipers kill street level and heavy ordinance would kill everything but the strongest epics BUT they would hide in the Civilian population, they are very hart to spot when not using their power and they have devastating Offensive capabilities themselves. And the Military would be hopelessly overstretched.

Sure when 2 villains fight it out in an abandoned city an airstrike could kill them. But what about a mind controller that just hides into the normal population? I could see the Military holding key points but a large scale Villain hunt would probably fail and deplete military ressources really fast.

With so many super-powered people they would need organization, falling naturally into existing government structures. Respected, high paying employment offered to powered people results in few outright renegade 'villains', though moderate amounts of corruption by the powered is tolerated. They are, after all, a vital resource for national defense.

Even Epics can be overwhelmed by so many Powered. None but the most dramatic would be household names, or ones that were celebrities for other reasons.

True but given the initial chaos I could see a lot of parallel structures emerging. The State would naturally be the biggest player but crime syndicates and Political organizations would be a valid alternative for a lot of people.

7 million seems reasonable to me, considering that a lot of these would be pretty underpowered.

At least 3 Million of them would have stuff like mild telekinesis thats not really "hero" like. And the world is supposed to change gravely. Thats why we need at leats a few million to make an impact.

Mind getting a little bit more specific than that? I mean, assuming you're talking about the world population as is (7.5 billion people), the full tally of superpowered individuals could range from 7.5 million to 37.5 million. It's a pretty hefty differential. You might wanna narrow down that ballpark a little bit.

Its your choice. Make it 0.1 in high population areas and 0.5 in scarcely populated ones. Or the other way around. What you find the most interesting or what works best for your idea.

Imho 0.1 as a global average works best with local exceptions that balance each other out.
