Just use Gimp. It's like photoshop but free. Doesnt have the smart fill though which is sometimes handy when modifying backgrounds of pictures. (Or you could just torrent photoshop. But that would be stealing. You wouldnt do that would you.)

Google docs > download as pdf, then convert to images. I've used that for all of mine.

You can't create any cool backgrounds or anything with it, though, or do anything super fancy graphically.

You can also try Paint.NET (another free drawing/editing thingamabobber).
There's also plenty of other drawing/editing applications (such as FireAlpaca), but no idea how well they work for CYOA-making (or how easy they are to get the hang of).

Like what do you mean I cant just control z like 10 times and undo ten things and I have to go through this history bullshit. (I really like their aware content fill though. Problem with GIMP is that some features are really counter-intuitive and you'll often find yourself wasting time on finding solutions to problems that shouldn't even exist.
