Dorn is super loyal, as is Manus. Sanguinius admitted to having serious doubts about the Emperor and Khan pretty much hated the Imperium.

Firstly, it should look more like this:

Ferrus Manus and Dorn would never betray the Emperor. Well, Ferrus might, but shit would have to get REAL bad. Dorn is stubbornly loyal to Lion levels. Khan never really liked the Imperium was was on the verge of going Chaos - the only reason he didn't was because he saw how gross it had made Mortarian and realized, quite sensibly, that it was retarded. A more sensible option for rebellion would definitely draw him in. Sanguinius had the same foresight as Curze and a similar humanitarian streak to Vulkan, and combined they made him pretty doubtful of the Emperor's way. Alpharius goes Chaos no matter what because he thinks he's saving the galaxy with his super ruse. Curze, given an option for rebellion that isn't shitty daemonshit, would be Reformist - he had no interest in Chaos, he just wanted to avert the Emperor's terrible future (at least at first).

IMO without Horus the Chaos side would be extremely fractured and erratic, and Fulgrim would take command but shit wouldn't get done on the same scale. It's highly likely that the Reformists may actually convince Vulkan or Corax over at some point.

I think Magnus would have fallen to Tzeentch in a Faustian bargain regardless of what anyone else did but he only marched on Terra due to the shattering of his being. Remove the whole Russ being a dumb-shit and while Magnus would still fall to Tzeentch he wouldn't be evil/turn on the Imperium. His betrayal was always a reaction to being betrayed. Without the provocation of Russ' attack I could maybe see Tzeentch demanding Magnus attack the Imperium in return for stopping the flesh change but given Magnus' character prior to the burning I feel that would just lead to him leading the research that originally lead to the rubric, and maybe with Magnus involved working with Ahriman they might avoid the dusting.

Loyalists get their shit completely pushed in, Reformists end up defeating Chaos and ruling over a shattered and significantly weaker Imperium. Granted these sides are pretty stupid. Dorn was loyal through and through, Magnus was even more doomed to fall to Chaos than Fulgrim or Mortarion, and outside of Lorgar, Horus, Angron, Fulgrim, and Magnus almost all of the traitors would be better classified as reformists. Reorganizing based on similar preceding events (ie. Fulgrim takes the Laer sword, Magnus makes a deal with Tzneetch to stop mutation in his legion, Lorgar is rebuked at Monarchia, and Horus is made warmaster and corrupted) I would break down the sides as this.

Reformists are primarchs who feel betrayed or otherwise disenfranchised by the emperor, chaos are outright corrupted, and loyalists are simply loyal through and through. In this case I assume the reformists would be unable to make headway due to poor coordination between the legions and their self-proclaimed new emperor Lion, Chaos would probably achieve pretty much what it had in the actual heresy getting to Terra, besieging it, and losing eventually. I doubt the loyalists would be able to do as much of a scouring between Perturabo fortifying everything held by the reformists and heavy losses combined with the survival of the reformists making a pursuit risky.

Khan ultimately rejected Chaos because his interactions with Mortarion made him see it for what it was. He was super up for kicking Big E off his throne.

Reformists win by coming to Sol and making their demands, which are that the Emperor actually steps down from his ultimate leadership position and a council of primarchs and important nobles is put to discuss what happens next.

The Emperor, being the Emperor, does not agree to live and see his plan ruined (which was overseeing whole Imperium project himself, despite openly claiming that it should be governed by humans). Seeing the alternative as a bloody war that they will likely loose and not wanting to see Earth devastated and Emperor likely killed (because can't subdue the guy otherwise), they decide to do unthinkable in order to save the Emperor. Loyalists and custodes make a pact and actually get to restrain the Emperor and put him into house arrest, with them being his personal prisoners 24/7. They hope that some day their daddy will come to accept things as they happened and become of a great use to them and people of an Imperium (however the latter would look like after the council).

So the great council gathers and things are discussed. To the surprise of reformists, who anticipaped heavy opposition and possibly some bloody trick by an enraged Emperor, Loyalists collectivly put in their opinion that all they want is to be the protectors of the Emperor and have Sol and some part of the segmentum for themselves, which reformists agree with.

Then the hilarity ensues, with Primarchs all having different opinions on how Imperium should be governed. In the end, it is decided that Imperium should be simply split into domains governed by each Primarch, with some primarchs not wanting an actual domain and instead get a role in a wider Imperium, recognised by all: Khan gets to hunt xenos etc. (need expanding upon).

The Lion saying loyalty is its own reward is as laughable as Alpharius/Omegon saying they have always been for the Emperor

El' Jonson, to the surprise of many but not all in the last moment switches sides, leaving the Loyalists and asking for his own domain. The deals and great alliences are maid by future Lords of their insterstellar domains, between themselves and with Cult Mechanicus, who managed to declare independence from Imperium, but for a price of many Forge Worlds leaving Mars authority and declaring allegence to the Primarch lords.
Also Horus, dissatisfied with dissolution of his Warmaster position and with Great Crusade called to an end and individual Primarch crusades planned in their stead, decides to try and get second position of power again and, in time, maybe a first one. He comes to the sides of Loyalists, who are surprised by former Warmaster coming to their side and brining in much and more both resources under his direct command and favours from other primarchs. In turn, they grant him the title of Emperor's Custodian and place him in charge of protecting/guarding the Emperor and in charge of Custodes as well. In time, Horus might get the power he craves by investigating Emperor's projects and having some talks with the Emperor himself...

Meanwhile, Chaosfags rebel at the same time as the great council happens and deal much damage. However, the warp whispers to Lorgar that time is short and soon other Emperor's sons will come with their mission of retribution and so Lorgar retreats into the Eye of Terror, taking his brother Angron with him, whom he managed to make into Khorne's demonprince, just like in cannon timeline. Upon arrivival into the warp maelstrum, he conducts a grand ritual, sacrificing millions of mortal captives and half of now half-insane and disorganised Angron's legions and Lorgar ascends into a daemon-prince of Chaos Undivided and, together with Dark Gods, starts to plot the downfall of the now fractured Imperium and imprisoned Emperor... again.

Emperor could not be publicitly swayed and drop his post willingly, however, he did not want to fight and slay his most loyal sons who only thought to imprison him to protect him.
