There's a huge difference between getting a double bulk rare and having 45% of the slots be double bulks. There are no boxes with two Lilianas, two Goyfs and two of every fetchland. Boxes like that simply don't exist because Wizards makes sure they don't.

Have you ever seen a Masters box like this? Ever? Hell, have you ever seen a recent set's box like this? All I've ever seen are a couple of double rares in 36 (!) packs booster boxes. I don't think I've ever seen a double mythic but I might be wrong. Not counting the foil slot, of course.

The picks ate randomized, meaning shit like this can and obviously does happen. That's how randomized products work. It's by design. If you want a specific card, buy singles or premades that include them.

FYI, the odds of randomly rolling a d6 and getting the results 1, 2, 3, 4, 5 and 6 is equal to rolling 1, 1, 1, 1, 1 ,1. Or 1, 5, 4, 3, 6, 3. Or any other string of 6 numbers 1 through 6. All are equally random. Each rare slot has a certain number of rares (lets call it X) that can fill it, and figuring out what rare is in that slot may as well be equivalent to rolling a dX.
