So apparently a Warcradle Studios has been granted the license to produce Firestorm Armada, Dystopian Wars, and Uncharted Seas. I know that's mostly /awg/ news, but technically they're all simple navals, and I know someone had been asking after fantasy navals, so an Uncharted Seas reboot might be just the ticket.

Not an era I have much experience with, honestly. Looking through the trove, there are a couple you could try out. S&T 130-Tsushima is one. Ship Blows Up is another one, and is a Veeky Forums homebrew from the days of the old naval generals, before we had /hwg/. There's also Grand Fleets, which is supposed to encompass Sino-Russian war within it's scope (but I'll admit to only having looked at it for WWI and interwar stuff). Big thing about that is it includes construction rules, which many navals don't.

That's a hard request to fill. While we enjoy posting pics of pre-dreds here, they get little love when it comes to rules sets. Other kind anons have made some good suggestions so let me add this you search for the "freewargamesrules UK" wiki and look at the naval section
I've played the Corpen:1889 game there and it's serviceable. It's modified from a WW2 game and takes some ideas from a RPG published by GDW called Space:1889. Several sample ships are stated and there are rules on how to stat others.
Like I wrote, it's serviceable. Play was fast with the "dial" turned more towards "beer & pretzels" than "anal retentive simulation".

Did you look at the mediafire link in the OP? There's an old hex & chit pre-dred microgame called "Fire When Ready". The thing about naval games is that you can easily convert hex & chit to minis and vice versa.

Remember, it a scan of a nearly 40 year old game. "Paste up" back then meant actually physically PASTING text and diagrams into a document which was then delivered to the print shop. The simpler the fonts, lay outs, and all the rest, the more shop available to handle the job and the less cost.
You ended up with a stapled pamphlet, a folded map, and some cardboard chits which sold for under three bucks.
Avalon Hill lasted as long as it did because they were owned by a printing company so their game components could be printed at cost.

If you weren't around when the tech "jumped", how would you even know? As far as you're concerned, it's "always" been this way.
Look at automobile tires. Until the 50s they had tubes in them. The tire was just the tough outer protection for the inflated tube within. Those pool toys sometimes called "inner tubes"? That's where they came from. People would patch up a worn down tire tube and use it as a pool toy.
Talk about tire tubes today and people think you're insane. It's the same with publishing and printing. What do you mean physically paste stuff and deliver a physical master copy to the shop? Why couldn't you just do it on your computer and email it?

You could actually you know, start with PotSM. If you wanted to make it more complicated and feel more age of sail, set a wind direction and sailing with the wind grants you an extra short, mostly into takes away one of your movements or reduces you to a short, and directly against stops you in place. There were a couple different campaign systems floating around back when it was popular, that might be fun to give a try as well. Play a few games that way, and then you can start easing into some of the more complicated stuff in the OP media fire, like Frigate, Wooden Ships and Iron Men, or Fire as She Bears.

I went for a Revell 1:720 for my first outing. Sure, individual parts will be smaller, but I expect there'll be fewer fiddly bits.
If it turns out I really love making Botes, I might try something modern next (for personal reasons, probably a British Type 23 Frigate).

Originally I also wanted to go for the 1:720 scale model by Combrig, but the price of that thing is a bit steep for me, and it's also made out of resin which I've heard is pretty hard to work with. Shame, really, as there's a 1:720 Lützow out there that would have fit in quite nicely with Seydlitz. Another thing I'm a bit worried about is the base, I'm probably going to have to buy a display stand as she's a full-hull model. Never worked with bases or display stands before and I'm afraid I'll fuck it up.
