uh, actually it makes sense for exotic weapons to be collector's items. The mughal era nobles in India brought european swords even though they had access to damascus steel blades easily. It's the prestige thing rather than the weapon's effectiveness.
I could totally see a high elf who has made a fortune from trading in the old world, cathay, ind and nippon have a staggering array of human weapons - especially firearms to show off to his status.

Well real Japan had a shortage of metal, so the stuff they did make they got really good at making. That and the Romantic idea of the samurai as these sword wielding super warriors was popularized. Japanese swords aren't really better than anyone else's, and it's very much the same story as everywhere else as far as weapons go: swords are your small arms that are good in a pinch, but you don't want to rely on them as your primary weapon when bows and spears are much better. Bitches love ceremonial badges of office though.

Melnibonéans. Their traits are a bit split between dark and high elves, so you can think of Melnibonéans like the elves never split up. Island based nation, with a lot of magic and riches. Dragons living on that nation, mostly sleeping and occasionally waking up so that cool heroes can ride on them. Fading, past glory. Of course this also means less dragons. Helmets with dragon wings or shaped like dragons. Heroes doing drugs because their body is actually kinda weak. Slavery. Some really nasty practices of which torture is one of the most the tamest things. These are more dark elf traits, as well as making pacts with chaos. Though chaos is different in Elrics world.

The exotic value alone will make it valuable, combined with techniques that notAsia may use to preserve the sharpness of the blade that notEuro swords don't have. And I don't mean to say it like weebshit is superior, but that they have access to things that weren't discovered by their western counterparts.
Like this compound discovered in the tomb of Emperor Qin that coated ancient Chinese swords to prevent rusting thousands of years. before anyone else discovered it. Maybe Cathayan blades have this same compound so it doesn't have to rely on magic to keep itself in pristine shape.

3 is going to need some sort of 'normal' faction, you can't have just 4 flavors of Linkin Park fans and a bunch of giant fat chinks.

Norsca has some unique mechanics, namely monster hunting, which means either they cut that part of the faction out, or they delay launching them with everyone else. Their devotion to the gods mechanic was also tied to Archeon showing up, so how that will function outside of the old world campaign is up for redesign. Then there is general faction balance as they were previously built around only taking control of coastal settlements (and those being pretty bare bones) will have to be reworked with the whole "anyone can capture any settlement" thing.

There's a reason you need a special weapon group to use most of the special trait weapons. Either you pay the premium for a Best hand weapon, or deal with the quirks of a specialty weapon.
You might consider giving it Precise instead, which is a rare and very nice trait. You need to crit someone before it comes into play, but once it does it'll pull its weight.

>Kislev had a full one up until the Storm of Chaos Not really. The Empire in 5th edition had some Kislevite auxiliaries (Winged Lancers and Ungol Horse Archers) and that's about it. They got a pseudo-army for the Storm of Chaos which wasn't really viable on its own. It just had Kossars as an infantry unit and Boyars as a hero to allow it to work as an allied army. There was also a Warmaster army with a few more bits.
Nonetheless, that's more than Norsca ever had.
