Name one time this happened in fantasy. also, I'm not sure it's supposed to mean "rule by thieves" in the sense of a thief upper class, but more in the sense of politicians who steal the resources and wealth of their nation. Kind of like modern Russia.

My favorite rare real-world government type is Kritarchy (rule by judges). It's generally not a very good government type, but it's interesting.

The Tower of the Elephant, one of the more famous Conan stories, starts off in a city of thieves, and later stories influenced by this idea include cities ruled by a King or Prince of Thieves.

A military dictatorship.

Knights are nobility. Knights that form the ruling council of a country would probably not be called knights. They'd be more powerful lords, and they'd most likely have more prestigious titles -- dukes or princes most likely, though possibly barons or counts or something else entirely depending on the region's history (the status and power of peerage titles varied pretty widely throughout Europe).

Soniacracy, a rule by musicians, with the complexity and quality of their songs coming to be a viable claim to authority. However, due to the tastes in music, this has lead to several fiefdoms which are dominated by a few genres of music.

Discworld's Ankh Morpork, while not a kleptocracy as such, is notable for it's legalisation of theft, with a thieve guild that operates openly and is responsible for regulation of unlicensed theft.

Some Italian explorers explained how the Shogunate and Imperial family functioned by comparing the Shogun to the Holy Roman Emperor, and the emperor to the papacy.

I always imagined it to be something like a military republic, where the right to vote is reserved to those who have served and the leaders tend to be military leaders who have achieved great fame. Kind of like how Scipio Africanus became consul because he pushed Carthage's shit in during his Spanish campaign, despite being both too young and not having fulfilled the prequisite offices.

I would imagine this to be the predecessor to places like the city in Black Lagoon where it's just a city ruled entirely by various criminal organizations who maintain a mutual meeting spot that they all have a stake in.

There's a large kingdom in my campaign that's I guess a galeaocracy? It's ruled by the Helmet of Law.

The closest thing I can think of is the Orzhov Syndicate on Ravnica, headed by the Obzedat, a council of ghosts. Probably also most things that pass for government on Grixis, too, but basically by default due to practically everything being undead. Certainly there are some other rulers who are undead of varying description, but it seems like they tend to be situations where a dead person happens to be the monarch, not a systematic thing where the rulers are always the dead. For example, after the ghost king Brago of Fiora bought the farm for real, a bunch of living folk fought over his throne.

Isn't this how Hill Giant tribes are run in D&D? They're obviously not formal governments, and it's got a religious element to it, but the idea is that the fattest is considered to be most resembling of their god, and most fit to rule iirc.

I believe that there are also some in the real world. North Korea is definitely one.

I am working on an Anonocracy in my setting.
The people all vote for their choice of ruler. The 3 candidates with the most votes are brought forth and made to wear masks and cloaks to hide their identity until the next election. Only the one with the most votes actually rules and the others acts as bodyguards. It's so the people don't get upset their candidate didn't win and complain about their every choice based upon their butthurt. the city was originally 3 large cities that grew too big and merged into one mega city. Which meant forcing to merge their governments. (there was a time of chaos in the early days where 3 leaders were at once arguing over which parts of the city belonged to whom and some people were paying taxes twice in some cases). It's 3 cloaked anonymous leaders of an electoral college(college members are voted in by citizens) I think I want the twist to be that the 1 who actually puts on the true governing mask merges all 3 of them into one body, the cloak hides the physical disfigurement of the merging of 3 bodies into one and the other two cloaked figures are legit body guards/doubles.

why make it disfigurement, why not just have the merge be psychic and then when it ends they turn back into themselves?
wouldn't it be suspicious after the term ends that none of the three return to their normal lives?
