Why would you allow someone to use a template in character creation, especially one that makes a character evil? Otherwise, its an alright character. Though i'm worried the newbies might take advantage of the veteran players knowledge to subtly metagame.

Paraelementals are just fusions of elements. Because Ice has to be different than water. Mud has to be different from Earth. Dust can't just be air or earth. And Lava/Magma must be different from ire.
Or just play 5e and use the classes they want instead of digging through multiple books for classes that barely work better that have cluttered mechanics. Also no LAs in the first place

Elemental planes often run an arabian night vibe with noble houses. So the player is already a distance relation to a Noble house.
Ice is also not one of the main inner-planes, so it's a lesser known house looking to improve it's reputation.

The unity of two planar houses through a marriage? Probably in an effort to improve the standing of both houses. An Ice/Un-Fey parrying would also make sense in D&D's version as the unseelie court is very ice and crystal themed- and murder which also fits the Unseelie and Para-ice.
The PC is just happens to be the offspring of this political marriage and now find himself caught in the middle by birth. Weather the character wants it or not.
FUCK OP! I've talked myself into it! This druid is by far the one of the more interesting spring board hooks I've seen in a while. I would LOVE to run a political intrigue between two planar houses like this and have the PCs caught in the middle.
