The trick is more in making a fun villain, really. Make someone the party's almost/sort of/really GLAD to see, for whatever reason. Then add tits.

I do fun female villains by making the party question whether they like or hate her.

on one hand she constantly dicks them over or gets them in trouble, but on the other she will be extremely charming and even "accidentally" help then out of binds, but absolutely NOT because she finds the party fun to mess with.

it is worth noting a fun villain typically won't be a serious BBEG but more of a recurring nuisance
