No, it doesn't. The FSE are buddy-buddy with the Empire, and prior to that they were cut-off and would have difficulty developing new suits.

Their main infantry are kind of shit compared to last edition. They got a lot of unnecessary nerfs.

However, they're still fully viable as an army. It's just that the internal balance is wonky and some of the flavor they used to have has been stripped away.

So I'm running a bunch of Scions in one detachment, and Crusaders and junk in another detachment. I noticed their Chimeras have but the rest of the units don't.

How exactly does that work? Do I pick a regiment for the vehicle alone? Which one would be best for a couple heavy bolter chimeras then?

Also, considering picking up a baneblade from China. What's a good all-purpose variant? I have plenty of low strength nonsense in my army, but not a lot of high strength. I was considering a Hellhammer.

On the other hand it made it consistent with all the other unit/model creation rules. Which is a good thing. You can know reliable that if you create a new unit you need to pay points, and if you just add models to an existing unit, you don't.
