So, basically, they're like re-rolling only worse, so you should only use them to re-roll 5s and 6s, and even then, only when 5s and 6s are at least 1 additional casualty, so it's usually worth the re-roll. The tl;dr is that you'll virtually never want the re-roll and it can't save more than 2/3 of a guardsman, statistically - their aura of LD9 is actually much, *much* better than their Execute, now. They're going to very seriously struggle to earn back their points.

from this point on i'll only take a commissar if i run max size conscripts. otherwise i'll take a cheap command squad with a banner or leman russ stratagem

If any Guard unit loses 8 models. There IS a possibility to roll a 1 and have the unit survive with 1 model. But with a Commissar's mandatory blam'ing you'll lose 2 models.

No it fucking doesn't. It gives you LD8. That alone will allow you to earn it's points back in 3 morale phases with conscripts, and even faster with more expensive units.

I think if you can afford the cost, the Crusader is still a good fire base to but general hurt on people. I personally run an Errant because I like huge meltas. I can't comment on FW knights, never seen them perform.
