Since Sigmar Heldenhammer worshipped Ulric as a god, does this make Ulric the more powerfull god of the two? If the ascended Sigmar is still a worshipper of Ulric, wouldn't that mean that he's merely funneling the power he receives directly to Ulric? Or is Sigmar since his apotheosis a worshipper of himself? How does the Immaterium work in this regard?

Sigmar was a mortal man who had his own pantheon to worship while he was alive.
The real Sigmar dies and the people who followed him deify him and a god is born from the belief: a facsimile of what the believers thought he was like.
The gods aren't people, they are made by the belief of their followers. This is why Nagash never took the mantle of the god of death after eating Morr, it limits his potential and makes him dependent on the beliefs and ideas of mortals.
Ironically this means Sigmar probably killed Ulric (the god he venerated) by siphoning his worshipers.
