Probably not, but it probably won't sell as well as it should. In their wisdom, CB doesn't resculpt things that already sell well (like JSA and MO starters), or resculpts if it doesnt (like ISS and Shock Army). So maybe CB will redo Joan to not look like shit if that's the case.

Like always, depends on the exact situation. Blowing all orders on a single model is rarely worth it. Typically if you activate your dogged during your active turn you want to go aggressive, but more than a few orders is excessive. Often the trooper takes a hit and dies anyway.
Even if you have the best doctor, going dogged can be worth it if you're certain you don't get an opportunity to heal it and vice versa.
