In the lore from 3.5 Drow of the Underdark, they suggest that the hyper-sexualised clothing of female drow is a status symbol. The more senior the drow, the less she wears. It's to show that the inferior drow don't matter enough to care what they see.
I always kind of liked that idea and it reflects tropes like mafia bosses addressing mooks while they're getting a blowjob under the table, or while pissing in the men's room.
