It bothers me that you never used him before and only now decided it would be "fluffy" to use him. Thing about fluffy is that list tailoring is fluffy. It's not often armies go in totally blind, they have recon and intelligence, they have an idea of what they are fighting. Fluffy or not, people frown upon list tailoring.

I like spamming plasma. Melta is prohibitively expensive and plasma fits in nicely with bolter ranges. Also primaris marines absolutely HATE plasma.

Range so short to where you won't even get overwatch consistently and like most AoE type weapons, not enough damage on hordes

Only worth it on units with high mobility that can take a lot of them to mitigate the randomness of the amount of hits.
Just like meltaguns : the short range means that unless you roll that 6 having a single one in a unit is never gonna pay off.

For 10 Guardsmen or veteran squad they are a bad idea. For everyone else nothing really change in the long run. Just less broken

If you fail a morale test, they shoot 1 model, then you re-roll. They are still nice, but no longer giving out iron will like before. I like having a Commissar Lord or Inquisitor because I play Catachan so the +1 Leadership near officers helps a lot, making my mens Leadership 10. Sometimes I put in Greyfax too so they are Leadership 11.

Chaos worshipping retards don't really deserve mercy. Chaos is either something to be purged or used as a weapon, that's why the IW and NL are the greatest of the traitor legions

You don't get ld 10. Catachan's either use their own ld of 7+1 if they're near an officer, or they use the commissar lord's leadership of 9.

They're alright to keep smaller units in line, but huge units that take a lot of casualties will still get fucked by morale.
As it should be, one commissar can only scare so many dudes into being courageous

Summary Execution is essentially a tax, you buy them.for the leadership buff.

Commissars will break even in points if you have themnwatch conscripts and are lousy anywhere else. In catachan and mordian detachments they're even worse.

Lord commissars will save you men even if you make them watch Infantry Squads but they will never break even on their points.

At this point they are wholly replaceable with Commissariat Tanks or allied Inquisitors.
