The Custodes and to a lesser extent the Sisters were the only factions in the imperium that the emperor gave any fucks about. Literally everyone else was an asset for 'the plan'.

I was under the impression that the Custodes existed *before* the Astartes, during the unification of Terra. If memory serves, the progression went something along the lines of:

Custodes: immensely capable master-crafted post-humans, not just warriors but advisors, political and philosophic experts, knowledgeable in practically every field (so as to better advise the Emperor), but incredibly difficult to create (as each was basically individually hand-built and could not be constructed from a one-size-fits-all template, and thus mass-production was impossible)

Thunder Warriors: first attempt at a mass-production post-human military, very powerful but both physically and psychologically unstable, totally unsuitable for garrison work or holding ground because they were *far* too violent and unhinged -- destroyed before the Emperor left Terra

Astartes: a refined mass-production model of the Thunder Warriors, much more stable (though individually possessed of less raw strength) and easier to produce a galaxy-conquering amount of (whereas, even with literally trillions of potential candidates, the Custodes struggle to keep their numbers around the 10k mark due to the process being so damned difficult)

Personally I'm not sure of the precise chronology of the Custodes, but the fact that the Astartes have been gradually improved upon (in theory) as each Chapter has evolved whereas the Custodes have more or less just stood around looking shiny suggests to me, at least, that on some level the Custodes were always meant to be superior to the Astartes. That said, if my memory serves me, the Thunder Warriors came first, and they were a precursor to the Astartes. I'm sure I read somewhere that the Custodes fought alongside Big-E during the great crusade, but the great crusade didn't happen until after Emps had at least some Marines in his back pocket.

Then the survivors of the Battle of the Palace are IT. It is implied even through The Carrion Throne that the Custodes then are the same ones who fought and survived the Battle. No longer a Legio, but just an Adeptus

So they are that last doomed few, collapsed back to the last perimeter, defending the mortal husk of the God-Emperor of Mankind. That mission takes all, and cannot be risked. No wonder they couldn't accomplish much lately.

Watchers of the Throne specifically states that they can make more Custodes they are back to their 10000 number and that they are arguably even more powerful/better trained then they were during the GC/HH

They didn't have the necessary power emphasis that they do now with girlyman. Before they were guardians of a dead emps on the throne but now they're guardians of the imperium.

I can understand their inaction during the first millenia, to transform a man nto a Custodes takes much longer than to turn him into a Astartes, but after a milllenia and a half they might have been able to be full strength again and by then they could pretty much take control over Terra

And what would they do after they've taken over? I don't think they had the political know how required to run an empire. They were guardians of a man who did and they may very well have had some political knowledge in the governance of Terra but hardly enough to control the whole thing. They were grunts without a leader and with Smurfington Girlymans return they got what they needed. A clear, distinct leader to follow and base their own paths on. I think you need to see them more as very univerally educated warriors and less as a power-hub.

Does anyone else wish the Custodes on the tabletop played like the whole defense of the imperial palace in watchers of the throne? Each custodes leads a group of super-elite imperial guard.

Maybe we will get a scenario in the custodes codex, we could always homebrew it.
