Post-Commissar nerf, are Conscripts good at holding objectives if I put Inquisitors with them for Ld9?

I'll have units that can come to their rescue, but is 20-30 guys with Ld9 and 5+ saves good, or do I need shooting power to force the enemy away?

Whoops posted in the dead thread. Anyways, after going through my AoS skirmish rules I sat down and ported it to 8th Edition Warhammer40k. Feel free to give it a look and give any constructive feedback. I based the wound and save limit off of what I was finding was normal for the AoS Skirmish.

I think Guard, Nid, and Ork codexes are going to set the meta for this edition.
