Because Eldar, despite literally being able to see hundered or even thousands of years into the future, are surprisingly short sighted and completely lack any form of common sense.

What's the story going to be if the precogs are good at what they do, they can easily avoid all conflict.
If it's precog vs. precog it's a clusterfuck.

Write precogs vaguely, their motives are a mystery, don't have them give internal monologues, have them try and teach characters via the socratic method, have them influence the story in subtle ways, etc.

If the Eldar wanted to warn someone about Horus they should have warned someone who already had a hateboner for him like Corax or Lion. If nothing else don't tell one of Horus' best friends who was tutored by him and is already corrupted by Chaos.

Someone tell BL to rewrite that story with Zahndrekh acting like this party is a step down from normal quality, and Obryron basically holding people hostage and executing malcontents. BL will fuck it up but it will lead to something.

You'd think they would have the for site to see what would happen based on the primarch they wanted to tell.

Even if they didn't if they knew basic relationships between primarchs they should have had a vague idea of who should be told about Horus and who should be told about Fulgrim. They literally couldn't have made worse choices.
