They probably thought draw three goes down in value the further into the game you are.

They grossly miscalculated the effect of Delve on eternal/non-rotating formats where it's easy as fuck to fill your graveyard. Also, they came out afterwards talking about all their mistakes. Like when they thouggt Zurgo Helmsmasher would be a format staple or Siege Rhino in general. They also said they don't test, or really think about older formats.

On top of this, their playtesting teams have been incompetent to the nth degree. For instance, they thought that Collected Company wouod only go in RG Werewolf Aggro, because that's the only deck they even thought to put it in. They also completely missed Saheeli-cat combo when players outside their circle (read:literally everyone) saw the combo as soon as the cards were spoiled.

Even in standard it was a stupid card.
