PanO might be the faction for you then. Granted their tactic are mostly straight forward but they have the most number of TAGs and variety to them.
Just keep in mind TAGs are not an end-all-be-all and need support with them.

This is very true. Which is why you have to put it into a position where they have to deal with it or be at a disadvantage. Cutter, one of their tags, is good for playing the mind game. Though if you deploy it as a TO marker instead of hidden deployment, you are giving away what you are taking. Squalo is also good due to HGL, which means the opponent cannot really ignore it.
Luckily PanO has some pretty good basic troopers (mostly being the Fusilier) that can hold their own, but keep in mind that Wip is your major weak-point.

Auxilia yea...have no experience with Regulars since I do not have the Acon box yet. I say mostly Fusiliers in this case because he has a solid profile with relatively good choices of loadouts. Also, custom rules for environment: yay or nay? We're a small 4 people playgroup and we were wondering about introducing stuff like destroyable cover, explosive barrels, etc. Too gimmicky?

General rules of thumb to follow when setting up terrain is to have it mildly asymmetrical (so as to give the decision of deployment sides some weight), have some fire lanes vertically, diagonally, and horizontally, but not so that there are too many points where one deployment zone can directly see the other one (like 4-6 paths), and to have room for bikes/TAGs to walk between. Also to have buildings both partially within the deployment, and completely within deployment. Most sizeable terrain should be 4 to 8 inches apart. Generally, biggest pieces should be placed first, then down to the smallest.
So far that set up looks fine, although it could maybe use some more spacing between buildings, maybe cut back on one or two, and that corner with all the shipping crates seems unusually dense.
Not much need to make houserules for the environment, as there are plenty of established rules for Special Terrain. And Anti-Materiel should indeed be used as often as you feel comfortable with. Outside of tournament settings I usually agree with my opponent to make barricades, walls, doors, and crates destroy-able. And there's been plenty of times where we've been fighting with forests both in an out of tournaments.

So Infinity Army only lists certain Merc troops in the general armies, why is that? The rulebook says mercs can work for all general armies as long as they aren't alien and sectorals, unless otherwise noted.

You usually need your opponent's permission before you can use Mercenaries not normally available to sectorials and armies, e.g. McMurrough available to Coregidor and CHA, but not Generic Nomads.
Then, in the options tab on the right, you can activate all the Mercs you wish to include in your casual games.
