I'm looking for a system with high lethality and a magic system that's fun without being OP. One where monsters are a genuine threat to the average person, and people fear leaving their homes at night.

Lamentations of the Flame Princess fits dark fantasy, not-OP magic system and high lethality, but it's janky on many aspects like its Summon spell and it doesn't have a published bestiary or monster creation guidelines. On the other hand, it's intuitive enough that you don't need them that badly.
