He's more hands-on that way, and less natural, while Nurgle's all about modifying people through more natural means, other than making people not die from disease

Gas builds up in the body upon death just like in humans, which causes us to float when we die and are in a body of water. Basically imagine popping a balloon.

Gas build up and whales are big, pressurized air tanks. Whales normally build up massive amounts of pressure inside their bodies during normal activity and when they die they can no longer regulate that pressure.
