It's a very obvious and effective power, which is why I think he got killed off. Same goes for Kakyoin, I think. I think araki prefers needlessly complicated powers, which is why no one uses hamon after part 3.

I used Mutants and Masterminds for it once. Players all had a PL 4-5 character and a PL10 Summon power for their Stand (DIO was a PL 10 with a PL15 Stand, though they never encountered him, I just did it to test how things would go, and Kars was a PL12, PL15 post-Perfection.)

Or any Stand with a ranged attack, or a hive Stand, or a Stand that can hold you hostage, or really anything. Anyone can get an advantage on Star Platinum.
That said, if Jotaro knew what Ratt was capable of, and SP is easily able to catch bullets, why not just pick up a rock and let SP block them on autopilot?

The darts melt everything they hit, and the Stand can fire in bursts. So it'll stop one dart, then the rock melts and it's trying to block the darts with its hand.

No, it only melted organic material.
