Can I get rule set suggestions? The setting is Blade Runner-lite with mega cities, androids, religious cults, and neo-noir investigating. There would be some standard cyberpunk stuff, but no insane body modifications. The game would be a series of one- and two-session scenarios where players infiltrate corporations, kill targets, smuggle goods, use negotiating skills, explore the city, etc. No aliens or mutants. The rules should fit (or be easily altered to fit) country-sized Kowloon Walled City 200 years into the future instead of Deus Ex meets Blade Runner.
I know Cyberpunk 2020, GURPS Cyberpunk, and Traveller are standard entry level but I wanted rules light and possibly OSR.
This is a pretty good suggestion, it's setting neutral but designed to do noir games, for something based on Blade Runner the noir stuff is probably more important than the setting stuff, which is what Cyberpunk RPGs tend to focus on.

The Sprawl has some cool stuff, but also some things I don't know if I'd like (the clocks, rolling to get paid after a mission). Blade Runner seems tuned to playing as a Blade Runner specifically, but it's nice and light A Dirty World is definitely not what I'm looking for, but ORE might still work. Technoir is pretty barebones and doesn't seem to offer anything special. Mini Six could definitely work but I would have to do most of the leg work. The Veil's rulebook is extremely fluffy, but has a lot of interesting stuff to work with.

That's really the only way right now you can get any decent system to do even the slightest bit of Cyberpunk without going painfully crunchy like Shadowrun or pig-disgusting narrativism without going so far as to write your own or using GURPS.

Can anyone recommend me a ruleset? Similar thing to OP here, I'm trying to run a Cthulhu punk game. If you're not familliar with it, look up Spoony's video by the same name. Basically, a generic cyberpunk setting with no magic. The players take on a job to break into a research lab, and start running into lovecraftian shit.

C2020 is pretty easy to get into and play, easy to change to your preferences too. If you're not impressed by the level of tech I'd check out the space sourcebook and if that's not enough, just make your own shit, it's really easy.

This. I used Cyberpunk 2020 as introductory game for new players in clubs and conventions because it’s so basic. All players need to know is how to make a skill check, how to roll for initiative and how the health monitor works. Once they know this and they know their character sheet it gets really fast and enjoyable. And like you point out, making your own shit (background, gear...) is really simple.

OSR stands for Old School Revival. Apart of that I have no idea what it’s about and honestly I don’t really care. My point was simply that CP2020 is the most old school you can go in term of cyberpunk - don’t know if it fits the OSR label though.

Aaaaanyway it's kinda of the problem with cyberpunk. As it is generally understood, it had been dead for at least two decades. The Sprawl isn't a bad game but it's pretty much retrofuturistic in that sense. Headspace has a nice idea about to make future shock in game by some fears about the future coming too real (if I understand what is beyond the whole idea of shared consciousness).

It does not. OSR is most easily defined as knockoff B/X (and other old TSR D&D, but mostly B/X).
The most OSR you can get for cyberpunk is Stars w/o Number + Polychrome, as somebody mentioned up-thread.

What is or isn't OSR is vague and depends on who you ask, but I think most people would agree CP2020 (or 2013) isn't OSR. OSR games tend to be closer in design philosophy to Basic D&D or AD&D (or classic Traveller when it comes to sci-fi). It's hard to explain, but basically if it's from after 1980 or older and doesn't say it tries to imitate games from the '70s in some way, it probably isn't OSR.
