There are physical differences between the Primarchs, user. For example, Fulgrim and Dorn have white hair, while Ferrus Manus and Corax have dark hair. Do you see how there's differences OP?
Guilliman and Leman Russ are both blonde, but Russ is a wolf in a Primarchs body, and Alpharius is two guys while Magnus is just very large and red. Do you get it now?

Alpharius is brass-skinned and some AL-related names are from Semitic languages (Chaitin, Effrit), so they COULD be Middle-Easterners too. It's really up to you.

Khan and Chogorians in general have a pretty interesting Mongolian+Chinese culture and genetically just seem to be a variety of different central Asian genotypes.
Especially judging by art (which is not particularly fair), Scars themselves end up looking more like western Chinese aryans than straight up Mongolian or East Asian.

We know that Vulkan, for example, because coal black because of the radiation on the world he ended up on. A color which is more genetic than something that might naturally occur in any given individual.
So, with that, is it possible that the Primarchs might have 'leeched' genetics/similarities from the population of worlds they came from?
GW's official stance on this is that originally they didn't have the casting skills to make any models that weren't white without going into exagerrated racial sterotypes. Most of the female models (particularly older ones) look like shit so can you imagine what it would be like if there were black guys in there as well? I think they're shifting towards a more diverse/neutral sculpting style now though; I see pics of that black warrior priest posted all the time.

I mean, if you look into how the pre-primarch legions behaved it seems weirdly similar to the primarch's worlds. NL first recruits were sons of criminals from a sunless "jail", which remembers Nostramo, same goes for the DG and Barbarus, or WE and Nuceria.
Though to be fair, it's better to not put much thought in it, considering how many different people worked in the fluff

Space marines' skin colour changes to adapt to their environment, if I remember correctly, so really what race you are before the change doesn't matter. In fact, what skin-colour you have might change one day to the next, depending on where you are deployed.

I like the idea. Khazaks are mostly Turco-Mongols mixed with a bit of Indo-Europeans like the Scyths so it would make perfect sense for him to look like this.
"Spess horsemen from Central Asia" would be the most accurate way to describe the idea behind the Scars. Pics related is a good example. The Stormseer actually looks like a Mongol but Khan has some kind of Turkish features.

their naming conventions lean towards Semitic occultism but as far as their physical descriptions it gets even more confusing.
Legion describes real!Alpharius as being bronze skinned with blue eyes.
Extermination describes them as that, or extremely pale. Basically, who knows with them because they're constantly changing the aesthetic.
Vulkan was Black, Magnus was red, but his people were implied to be Middle Eastern, and the Alpha twins, along with Lorgar, had tanned skin like their non-European father. Khan is actually not that out of place. Wish he had more screen time, though.

The real question here is why any of them are white?
White Scars aren't really Asian. At least not in any of the old artwork I've seen, they tend to be Caucasian. They are culturally derived primarily from the Huns and the Mongols (and the steppe peoples in general). Both made use of lightning cavalry attacks and specialized in cavalry archers. Likewise, White Scars make use of lightning attacks via bike drive-bys. Some of the names are derived from Mongolian, like Khan (leader). The name of the chapter is derived from the concept of intentional scarring the Huns used to do in older times. They would purposely cut their face until it was full of scar tissue so they could hardly grow facial hair.
An important thing to understand regarding space marines, particularly the founding chapters, is that they tend to be focused on Christian civilizations (Ultramarines are Byzantium, Thousand Sons were Coptic Egypt that fell to Islam, Imperial Fists are the Holy Roman Empire, Space Wolves are post-Viking-era Scandinavians who converted to Christianity, etc). The Emperor is the Abrahamic God or Jesus. The Huns settled in Europe and became the Hungarians, then they converted to Christianity and became one of the most powerful Christian kingdoms in Europe. This is where the White Scars influence comes from.
I bought a WS model because of that book. Damn shame the Khan doesn't have a model yet; hopefully once he gets one he'll be a badass swordsman and they won't just stick him on a bike.

They beat a lot of similarities to the Space Wolves in that they’re feudal world barbarians with a deep respect for their culture and roots that shows in their chapter, but because they aren’t as big a bunch of Prima-donnas as Russ and his Wolves, they don’t get the spotlight as much.
