Is entirely irrelevant when asked about PHB classes specifically.
As other guy said, it's basically just a bard that doesn't get powerful spells.
Its survivability is mediocre, its damage is mediocre, its utility is mediocre. It's just fucking mediocre at everything.
They're not even all that great at stealth, as if you'd be allowed to do a lot of solo stealth anyway. Chainlocks are better pickpockets and rangers/druids/shadowmonks are better for party stealth.
Rogues are pretty great for multiclassing and I wouldn't say rogues are far from being tier 2, really. But rogues are 'just play a swords bard or archer fighter' though they have multiclass affinity, sorcerers are 'just play a wizard' though they have multiclass affinity, rangers are 'just play an archer fighter' though they do have an UA upgrade.
is entirely relevant to the discussion. ranger ranks last because everybody except that one guy thinks it sucks and UA Revised is the patch to fix that particular piece of shit.
I'm the guy that asked the question. By PHB core, I specifically meant without any additional options available in other books. So those rules would not be in effect.

Hell, it's not even the only answer anymore, the XGtE archetypes are designed for use the PHB ranger and intentionally buff that class. There's a reason they don't get extra attack in the archetype.
