It's common practice to wait until the current thread which has reached bump limit is on page 10 or at least page 9 before making a new thread, so as to minimize the number of concurrent generals. This is very important on a board with a large amount of generals like Veeky Forums that also doesn't have as rapid a thread turnover rate.

If someone makes it before then, it's often some troll jumping the gun to get his image on a general, since generals are almost guaranteed to be bumped up until the bump limit, and that's really all a troll wants.

You can generally tell how bad a board is by the number of frogposters it has. It's emblematic of shitposters.
