What are your thoughts on anime fans, those who create anime-esque characters, and use anime pictures for their character look? I ask because there seems to be a mix of anime loving (PFG threads) and anime hating here (That Guy threads, red flag threads).

Frankly I don't give a shit. There's plenty of irritating and autistic anime shit that can come out of a player. But so can the same shit from the average dungeons and dragons nerd, the normies who are starting to get in to this game, the furries, the whatever. Anyone has the capacity to make a good character and be a good player while also vice-versa no matter what kind of other hobby/fetish group you come from.

Have you Sword Art Online Kirito character if you want, just have the sensibility not to be that guy.

For me it's very simple. Either it's an anime-style game, in this case anime characters are mandatory (it's up to the DM where he puts the limit on what is acceptable and what not), or it's a non-anime game, in this case no anime characters and no anime pictures. Some games make this separation difficult. Cyberpunk games would be an example - but still I require, for reasons of aesthetic and narration, to choose one or the other.

All anybody reasonably asks for is that you read the mood and make an appropriate character. If you're over the top high fantasy, then might as well. If you're playing Exalted, it'd fit. If you're playing Warhammer Fantasy RPG, then it probably won't. Unless you're playing with a group that allows it, in which case you can.

Honestly, just discern context and ask yourself if it's appropriate.

There's a certain level of anime-style I can tolerate in a character portrait. Like pic-related I'd probably accept. As long as the design looks reasonable and not absurdly impractical, that's fine.

Now once you start getting into retarded shit like "military uniforms" that look like schoolgirl outfits, bikini armor. overly-designed Final Fantasy shit, ninja's in bright orange jumpsuits, ect... then you're probably going to get called a faggot and kicked out of the game.

This, anime art is fine as long as it's not waifushit, lolishit, edgeshit, or something that only a 16 year old kid would find "cool".

Unfortunately, anime as a medium, tends to pander to exactly those sorts of things, so a large majority of the fanbase are the kinds of shitters who will try to bring that stuff to the campaign.

To be honest there is a lot to draw from, that doesn't belong in all the shit categories you listed.
If you can find an anime picture that looks serious enough for a WHFB game I think I'd let it pass. I won't refuse art style from berserk, just as I probably wouldn't refuse comics artstyle for other games.

Give them some say in the tone and themes and have everyone make characters together. Then if the table wants "anime" characters you can make that fit the game.

This doesn't even start on cases where you all decide to run an "anime" game (mechs, Asian superhero stuff, magical girls, JRPG style fantasy).

What you're really complaining about are people who make unfitting characters. And if this regularly happens either you're not communicating your ideas well, not running games your players want to play, or your players are just shit.

Generally, unless I know the player can reign it in, I disallow characters inspired by or at all relating to anime.

If we're playing Tenra Bansho Zero, then sure, bring your Baruto's Dad ripoff into the game. No one would notice or care as the style of clothes and character are completely appropriate for the setting and tone. If we're playing Monsterhearts or gritty D&D, then please kindly fuck off. If we're doing D&D but with a JRPG style, then at least modify Baruto's Dad so he looks less modern.

Key here is context is king. (And if you can't read a room, just pick a picture out of the game book or supplements and roll with that until you know your group better.)
