For the purposes of the thread, the "why" doesn't matter, only that statistically more poverty and less education statistically leads to more births.

Usually these things self correct, there's a lot more people born after war times/famines/etc.

If you lose people faster than they are born, the war is plain unsustainable.

It's also worth adding that poverty tends to increase population density among cities and this is your bread and butter for a population boom. Overcrowded, disease and filth-ridden shit-hole cities where nobody is educated, the older generations are dead or dying, and the younger generations have nothing to do but try and feed themselves and fuck.

In a wartime scenario, you're fucked. The cost of raising a child is quite high numerically in terms of the economics you're gonna get screwed on the time bounds, assuming you're breeding human-like creatures. The lower limit for useful soldiers is probably around 16, and that's for grunt infantry, which you're ideally not using as much. Specialized units are harder to train.

Now, 16 years might not be that much, but the cost of raising those kids is hard to deal with. You need full time teachers. You ideally need to provide good nutrition. You need entertainment so they don't go insane. In any kind of modern war scenario, "let's have more kids to make more soldiers" is a bad idea.

Now, let's think of the general case. You have a large population of people, and you want to raise them. First off, you want to lower the individual cost of having a child. Providing free daycare, maternity leave, and medical care for children is good. You can even subsidize food, and possibly also subsidize food for the parents of children. Spend money to make it easier for parents to work and have children at the same time. A lot of the reason adults in most societies wait to have kids is that you get very little non-paid help raising them at the moment—you want to remove that friction so it becomes sensible to conceive at a young age with a partner you're maybe not going to be with forever.

Culturally, you want to work on the expectation of having kids. Aggressively market mentorship programs so people feel like they do good by communally raising children. Change sex education to emphasize how great the new programs are and encourage young people to reproduce at around college ages—don't go lower than that, unless you're really desperate. Make finding partners as easy as possible—subsidize dating apps, host government-sanctioned mingle nights, that sort of thing.

Now, if you just need grunt work and are trying to increase population on a nation-level, it might be cheaper to just let in hordes of immigrants. This is a bit dangerous if you have a weak culture, since you can wind up getting subsumed, but if you're a major cultural power (like America, China, and to a lesser extent Japan) most cultural influences of the immigrant population will be greatly diminished within two or three generations. This happened to the Irish and the Italians in America and it's starting to happen to Hispanics now.

If you do go this route it's very important to let in immigrants who are in some way desirable. There's a lot of schemes for doing this, but one easy way is to simply get the smart and the determined. The smart you can find with based off education, the determined are a bit harder to pick out, although it's possible to simply make immigration challenging in way. The people with the most tenacity will tend to get through.

Answer to that is higher standards of living. Kids are cheap if you love on a farm and don’t care if they are illiterate or get tetnis. In fact they are an economic investment, as they get to work on your farm allowing you to accomplish more.

You live in the US or another first world nation though, you need to pay for that kids insurance, healthcare, schooling, fees and clothe them in decent clothes and food, help them get a car, all that. It’s an economic burden frankly, hence millenials are having fewer kids than last generation they don’t think they can afford them. Hence most first world nations import immigrants to make up the difference. Except Japan which has decided to just automate everything, because Japan.
